By law, they are obliged to turn on the meter! Just ask them to do so, and make sure it reads tarrif "1" before 8pm. If you have problem, threaten them by saying you'll call the police. And remember, if they piss you off, just throw in 10 dhs and walk off. Again, they need to turn on the meter and if they haven't, it's really their fault!
